Changes In The Association Entered by Sofia Municipality Court
With Decision № 5 of the Sofia Municipality Court, dated 26.03.2010, Company register, division 3, with chairwoman Elena Radeva, the following changes were entered in the registry of non-profit juridical persons in the lot entry for the “Bulgarian Association of Consulting Companies in Railway”:
- Entered changes and additions to the By-laws, carried with protocol from 04.02.2010
- Entered change in governing address: Sofia, Serdika district, 108 Tsar Samuil str.
- Entered new Managing board with members:
- Chairman of the General Assembly – Toma Lubenov Yotsov
- Vice-chairmen of the General Assembly – Iliya Savov Iliev and Sevdalin Nikolov Valnarov
- Members of the General Assembly: Valentin Petrov Mihaylovski and Richard Kelly.
The Association will be represented by the chairman of the GA Toma Lubenov Yotsov and the vice-chairmen Iliya Savov Iliev and Sevdalin Nikolov Vulnarov, together and separately.

New Companies - Members, New Managing Board and New Address Registration of the Association
At the meeting, which took place on the 4th of February, 2010, the General Assembly of the Bulgarian Association of Consulting Companies in Railway Construction elected two more firms as members of the Association: “TYPSA” EOOD and “ELSI Consult”. “TYPSA” EOOD will be represented at the General Assembly by Mr. Richard Kerry, while eng. Elvira Stoykova will speak for “ELSI Consult”.
A vote was carried out for the new two-year term of the Managing board. The general committee elected Messers Sevdalin Valnarov, Valentin Mihaylovski, Iliya Iliev, Toma Yotsov and Richard Kerry as members of the Managing board. With a majority vote Mr. Toma Yotsov was elected chairman, and Messers Sevdalin Valnarov and Iliya Iliev were named vice-chairmen.
The general assembly made a decision to change the address registration of BACCRC to Sofia, 108 Tsar Samuil str.

Conference, organized by the National association – society of permanent way engineers on the subject: “Permanent way – today and tomorrow”
On June 19-20th 2009, member companies of BACCRC took part in a conference, organized by the National association – society of permanent way engineers on the subject: “Permanent way – today and tomorrow”.
Found in the conference agenda were the following reports:

Three-way Conference on the industry relations, project 07-23-162-C "Knowing and able partners" of CITUB

Eurotransproject Ltd, a Bulgarian company, member of the Bulgarian Association of Consulting Companies in Railway Construction, was awarded the contract for a major railway project in the Republic of Macedonia
Macedonia to start Corridor № VIII.
The Macedonian government gave start to an ambitious program for the construction of the infrastructure along Corridor № VIII. Despite the state of economic crisis, funds are being put aside from the national budget to provide resources for projects from the west partition of Corridor № VIII. It consists of a 66 km long railway alignment from the existing railway station Kichevo to the border with the Republic of Macedonia.
A Bulgarian company was declared the winner of the open tender procedure for the preparation of a survey and a design project for this section, announced by the Macedonian Railways, “Infrastructure”. Eurotransproject Ltd. Sofia came on top in the competition between the seven participants in the tender – 3 local and 4 international companies. The offers of the local companies “Prostor” Kumanovo, “DIK Chakar partners” Skopje and “Prima engineering” Skopje were disqualified for lack of references regarding relevant experience in the design of railway projects. The companies’ reference lists were missing railway projects, the majority or all of the ones mentioned being projects in the sphere road transport infrastructure. Experience with designing for the railway infrastructure was one of the main criteria covered in the technical documentation. From the offers entered by the four international participants – ZPD Zagreb, Croatia; IDOM – International Bilbao, Spain; EGIS-rail France; - the one by EUROTRANSPROJECT Sofia was assessed as being the most advantageous.
On May 8th, 2009, in Skopje, the official contract for the implementation of the survey and design works on the project “Implementation of study and preliminary design for the railway line Kichevo – border with Republic of Albania” between the State company for railway infrastructure, Skopje, R. of Macedonia and Eurotransproject Ltd, Sofia, Bulgaria was signed in the presence of representatives of the leading Macedonian medias. The contract is for the amount of 839 euro and is being funded by the budget of the Republic of Macedonia. The duration of the contract is 365 days.
The aim of the program is to draw up the technical documentation to a level for development of a general study and the selection of an optimal scenario for the construction of the railway line from the existing railway station Kichevo to the border with the Republic of Albania. The task in front of the study is identify the optimal variant taking in mind the construction and exploitation costs, technical operational characteristics, economic expedience, environmental protection and transport needs. The study must assess the necessary investments for the construction of the railway line and give an estimate regarding the terms for realization of the project. The project must follow and be in compliance with the plan for territorial organization of the region.
Experts from “Balkan-consulting” DOOEL, Skopje, are subcontracted by Eurotransproject to design the road connections and bridge installations.
Eurotransproject’s team of experts is led by two of the company’s directors – eng. Iliya Iliev, responsible for the administrative tasks and eng. Valentin Mihaylovski – chief designer for the project. The members of the team are excited to conduct this study, with which to fittingly showcase the high standard of work of the Bulgarian engineer-technical guild in the field of railway design.
